By adopting implementation studies on Minimum Income in Italy, this paper notes the role of street-level bureaucrats at the local level in increasing administrative capacities in the process- es of policy implementation of Reddito di Cittadinanza (Rdc) in the context of multi-level governance. The paper aims at testing the hypothesis to what extent Employment Support Services triggered greater administrative capacities and social innovative processes in implementing Rdc. The research hypothesis has been tested by fieldwork investigation including 44 semi-structured interviews with regional stakeholders, street-level bureaucrats and social as- sistance professionals in the North-Eastern Italian Veneto region, engaged in implementing Rdc in a context of emergency and facing persisting needs for enhanced integration with other local actors. The paper states that Covid-19 pandemic provided an opportunity to street-level bureaucrats for experimenting new means and instruments in the initial stage of the policy implementation process of Rdc, bringing about a potential enhanced capacity of coordination, integration and labor flexibility, only partially already present within the framework of pre-existing labor policies (Reddito di Inclusione - Rei).
