Starting from the mutations of urban planning and looking at the metamorphoses in the legal field, this paper aims to provide an interpretation of the changes in territorial governance over the last decades. A deconstruction and deregulation process has gradually emptied the urban planning legal system, opening up to new and contradictory governance practices. In the space of four decades, the exception – first infiltrating and then stabilizing in the system – becomes a new password. In the city of a thousand exceptions, where every concept seems to be on the verge of overturning in its opposite, the ‘paradox’ finally emerges as a distinctive feature of territorial governance.
