The new public tasks associated with the space economy require to reconsider some concepts of administrative law, and to rethink some organizational features of space agencies. Whereas outer space was traditionally the domain of research and defense, it is now poised to become an area of economic exploitation. Employees of space agencies are likewise affected by this development. As the mandates of agencies such as ASI, ESA, and EUSPA evolve, the legal framework governing their personnel must evolve accordingly. This article examines the rules applicable to the staff of these agencies – focusing on ASI, ESA, and EUSPA – and seeks to outline their prospective developments.
