The essay analyses the debate on the Government and on the role and the functions of the Prime Minister in Italy from 1943 to 1948. In the different phases of the transition to democracy, the essay focuses on the proposals of the political parties regarding the form of government and the stability of the political system and identifi es two key elements around which the debate evolved: the "monocratic role" of the functions of the Prime Minister as opposed to the "collective responsibility" of the Ministers. The different positions expressed by the political parties on these features resulted in a compromise on the role of the Prime Minister, which was defi ned by the article 94 and 95 of the Italian Constitution.
