This article invites us to reflect on the importance that public institutions’ communication plays in the development of digital cities. The cultural approach by which a local administration drives the change and interacts with citizens in urban areas, has a strong influence on the level of innovation, territorial cohesion and sense of belonging (eg. smart cities). In this regard, we take into consideration the recent processes of transparency and accountability related to the open data, highlighting strengths and weaknesses.
