La difficile transizione verso la concorrenza nei servizi infrastrutturali: analisi empirica, identificazione delle criticità e proposte di policy - The paper analyzes the fixed telephony and the energy (electricity and gas) services. In the first part of the article, empirical evidences about the current situation of the above quoted sectors are presented by means of selected performance indicators. The second section is devoted to the identification of the main issues retraceable in the examined industries. In more detail, the factors, which do not permit to fully benefit from the introduction of competition in the market, are pointed out: the attempt is to understand if those drawbacks are the results of a mistaken design of the regulatory system, the behaviors of the undertakings or the inadequacy of the chosen interventions. On these remarks, the paper ends with several concrete policy proposals. JEL L40, L51
