The spoliation and confiscation of private, industrial, and commercial property belonging to citizens persecuted for racial reasons and considered “enemies” was a defining feature of the Fascist regime’s domestic policy between 1938 and 1945. However, unlike the economic persecution of citizens identified as Jewish, the cases concerning the so-called “enemies” have not attracted significant historiographical interest. Therefore, a general overview of the relevant legislation affecting so-called “enemy property” has first been provided. At the same time, through the study of documents from the Egeli archive, held at the Historical Archive of Intesa Sanpaolo in Milan, it has been possible to analyze the activities of Cassa di Risparmio delle Province Lombarde (Cariplo), which, between 1939 and 1945, managed both Jewish and “enemy” assets subjected to seizure and confiscation by Fascist authorities. Finally, the process of spoliation, confiscation, and restitution of the Molho-Bassano family’s assets has been selected as a case study.
Keywords: Milan, Lombardy, “enemy property”, spoliation, sequestration, confiscation.
