The paper critically investigates the effects of the Recovery Plan over metropolitan policies in Southern Italy, in the broader context of the reform that has led in 2014 to the creation of metropolitan authorities in Italy. The main focus of the work is here placed on new tools – the Integrated Urban Plans – that the metropolitan authorities were required to prepare in order to stimulate the recovery of marginal neighborhoods and abandoned urban areas. By analyzing the programs’ thematic strategies, the work questions to which extent the Integrated Urban Plans will be able to invert a longstanding disaffection towards metropolitan territorial policies and how these projects are reflecting the innovation process within local government.
