Caserta is a city that programs a lot and plans little. The current urban planning instrument is still Beguinot’s 1974 PRG, but in recent decades, thanks to the possibilities offered by Italian ‘complex’ programs and European programming, vast parts of the city have been changed, regardless of urban planning. This article analyzes Caserta’s PINQuA: this is an ambitious urban regeneration project for a suburban neighborhood, characterized by a major problem of accessibility and scarcity of services. The program, which ranked first among ordinary projects, aims to bridge these deficits through a complex system of actions on public spaces, amenities, connections with the rest of the urban fabric as well as, of course, social housing.
