The article aims to investigate the status of cross-compliance in measures to combat poverty and social exclusion and active employment policy, introduced with the legislative decree no. 48/2023, converted with amendments by law 3 July 2023, n. 85. Thus synthetically defined micro-management conditionality, or micro-conditionality, the contribution outlines the transition from Citizenship Income to the Inclusion Allowance and Training and Employment Support, schematically outlining the system currently in force and which will fully operational from 1 January 2024. The analysis will then focus on the fundamental institutions of conditionality, in the Inclusion allowance and in the Support for training and work and, comparing them with those already in force in the context of Citizenship Income, it will show how the latest reform has tightened conditionality and the sanctioning system even more, increasingly marginalizing the welfare component of the measures in favor of the functional component of social inclusion and job placement, with a further reduction in social rights.
