Some devices used during the Covid-19 epidemic to control fear have de-creased state power, increased digital power and generated new fears. After a year of pandemic, we are witnessing a real depolicitization of fear, which risks great-ly lengthening the exit from the current health crisis and producing dis-astrous consequences for the future. The thesis of the article is that to tackle the pandemic in democratic systems, another culture of social control based on a substantial repositioning of fear on the part of governments and the city is necessary.
