Settled by an agreement between State-Regions, the "Regional Housing schemes" had to sustain the construction industry during the economic and financial crisis, started in 2008. After ten years of law enforcement, they have been substituting this rhetoric of anti-cyclical policy economy with new narratives. Starting with the focus on Veneto Region, we aim to inquiry the sources of legitimacy of the normative tool, the substituting of "city of projects frame" in favor of a new cycle of housing commodification.
