Social housing in Italy has been classified as a service and therefore included by planning regulations among the set of public facilities. This evolution is a joint result of both the retreat of the public actor from the direct provision of public housing and the increasing role played by new actors in housing policies. New policy orientations have paved the way to new programs and experimentations promoted by private actors and nonprofit organizations. On the background of some first practices, we can identify a set of nodes and controversial issues: the generalised extension of the reference to a ‘social’ dimension in housing programs; the financialisation of housing policies; the growing rhetoric on collaborative and shared housing, and a weak debate on the key issue of affordability.
