The territorial vulnerability, the continuous burden of climate change, the implementationdeficit of policies, the recent government’s stimulus are increasing inthe debate the rhetorics of territorial upkeep. Using existing legitimacy sources,that should ensure maintenance implementation and through a study case of upkeepprogram in Po river basin, we aim to carry the vulnerability question in apragmatic and socio-institutional frame, introducing a new dimension of institutionaldesign and capability.
