The paper argues that the fight against undeclared work and exploitation in agriculture requires, rather than a further deepening of the sanctioning system, a sectoral policy prompting companies to improve their productivity and their position on the market through investments. instead of unlawfully compressing direct and indirect labor costs. In order to outline some elements of such a policy, therefore, the A. traces the dynamics of power in the production chains and in labour relations, which leads to a critical evaluation of the current national and regional regulatory frameworks.
