Welfare originally means "going well" or be able to act well, and this requires the use of rationality, ethics and justice. The construction of a new welfare system, after a period of crisis, requires a careful analysis of the quality of life, in a multidimensional dimension. Now, you have the quantitative and qualitative information, to analyze it, in different European countries. The first statistical survey was published by EUROSTAT, in July 2015. In Italy, the quality of life cannot be considered "good" and this will affect employment and economic development. The objective dimension, more serious, is given the low levels of education and training that affects the functioning of labour markets, followed by the safety indicators and those on the environment. The lack of trust in politicians and public institutions makes it difficult social planning and implementation of integrated actions in different territories
