The article first analyses how penal decisions are reached in Mexico City, starting from empirical investigations which show that it is the public prosecutor who sets the tone. These studies also show an elevated index of accusatory sentences. The article then goes on to present an empirical investigation based on interviews with judges in the Mexican city of Puebla. These interviews are analyzed to determine how judges perceive the law and the production of sentences. Based on their judicial awareness, the judges state that when they apply the law and judicial techniques a sentence brings about order and justice.
