The basic hypothesis of this paper is that a new growth stage of Italian economy requires the rebuilding of the conditions of efficiency, competitiveness and attractiveness of territories. This strategy can encourage widespread innovation processes and to undergo original patterns of local welfare. In this process, the union can and should play a key role. Indeed, if on one hand labour is a localized factor, put at great risk by the changes taking place, on the other hand tools for economic growth also need trade union skills, particularly in supporting workers and firms in the innovation and production processes, helping the local community to set up new models of responsible welfare.
