Only since the 1960s the term integration began to be used in our country with reference to social integration of minority groups in order to replace the wornout concept of assimilation. Taking into consideration the most recent Italian and European regulations, this article shows how the new civic integration policies mark a comeback of the assimilation conceptual system, even though the terminology remains unchanged. This return ap- pears in contrast to the trend toward gradual legalization and proceduralisation of belonging which was set in motion by the emergence of human rights policy after World War II. Furthermore it seems to push our political societies back into a dangerous resubstantialization of the concept of citizenship. Such a process does not open up culturally plural spaces of coexistence in the least but actually seems to lead to a more unscrupulous and discriminatory immigration selection. So it perpetuates the systematic economic and symbolic subordination of immigrants: that is what the European institutional racism consists of and take nourishment from.
