Product Quality Regulation and the Legitimacy ofBarriers to Trade - The primary focus ofthe article comes on the failures shown by the market visà- vis the quality ofproducts derivingfrom the liberalisation oftrade. Behind these failures are two types of causes: on the one hand, increasing international competition may reduce the quality ofmarket supply while the surplus profits deriving from a non-competitive market structures could ensure better quality; on the other hand, trade liberalisation could lead to greater costs incurred in advertising the quality ofproducts to consumers. The second part reviews the economic methodologies applied to assess the benefits of health regulation: the value of human capitaI, the costs of ilI health, preventive spending, contingent assessment and experimental methods. A point emerging forcefully in the conclusions is that consumers' risk perception may differ widely from risk assessment on a scientific-technical basis. Thus the criteria for the definition ofrules to govern world trade should extend from the technicalscientific andjuridical to economic standards ofejJìciency.
