Continuidad y discontinuidad del proyecto europeo frente a la crisis sanitaria y la globalización

This work analyses the lines of continuity and discontinuity of the European integration. Analysing the EU with the methodology proposed here allows us to assess continuities, which should lead to advances in the logic of greater integration, and to explain discontinuities, which break this logic and hinder the integration process. It also makes it possible to under-stand why strong continuity lines like the euro have become breaking lines. It highlights the dysfunctional nature for the protection of the rights of Europeans of the fact that the current EU appears to be a global subject without actually becoming one. The EU as a global actor is today a character in search of an author. As no one can create himself, despite the good will of the European institutions, it will be the States that will have to assume that an EU that has more disadvantages for some of them than advantages, can only go forward or back-ward because the current situation is unsustainable, especially since the health crisis and the new economic crisis.

Questo lavoro analizza le linee di continuità e discontinuità del progetto d’integrazione euro-pea. L'analisi dell'UE con la metodologia proposta qui ci consente di valutare le continuità, che dovrebbero portare a progressi nella logica di una maggiore integrazione e spiegare le discontinuità, che interrompono tale logica e ostacolano il processo di integrazione. Permette anche di capire perché linee di continuità forti come l'euro sono diventate linee di rottura. Rileva la natura disfunzionale, per la protezione dei diritti degli europei, del fatto che l'attuale UE sembra essere un soggetto globale senza realmente divenire uno. L'UE come attore globale è oggi un personaggio in cerca d'autore. Poiché nessun può creare se stesso, nono-stante la buona volontà delle istituzioni europee, saranno gli Stati che dovranno assumere che un'UE chi a più svantaggi per alcuni di essi rispetto ai vantaggi, può solo andare avanti o indietro perché la situazione attuale è insostenibile, soprattutto dopo la crisi sanitaria e la nuova crisi economica
