EU Migration Policy and Fight against Terrorism Migration policy is strongly affected by the measures adopted in order to fight terrorism. First, the need for ensuring proper instruments to combat terrorism is carefully considered in shaping the content of any provision on free movement of persons. Secondly, terrorist attacks have often triggered off a trend to restrict free movement of persons. Although both these features appear evident in the development of EU migration policy, the need for combating terrorism has given a significant impulse toward integration among Member States in the domain of criminal cooperation, and also favoured cooperation with Third States in the same area. However, anti-terrorism measures should not unduly restrict free movement of persons: Art. 47 of the EU Treaty arguably implies that acts to fight terrorism adopted in the framework of the second or third pillars should comply with EC provisions on free movement of persons.;
