Regional Disparities in Transition Economies: The Case of Slovenia (di Peter Wostner) - ABSTRACT: This paper analyses the trends and causes of the regional disparities within Slovenia in the 1990s. It is shown that Slovenia has to a great extent followed the general rule: regional disparities have increased, and so has economic agglomeration. The analysis nevertheless points to some surprising findings: (1) the economic agglomeration has increased, but only marginally and was not as much focused towards the capital as expected this can be partly explained by the path dependency effect, based on the extensive regional policy in the period between 1971 and 1990; (2) the industrial specialization of worse-off and non-central regions has turned out to be an important convergence producing force; (3) human capital, R&D and FDIs had strong tendency to concentrate in the better performing regions exceptions to the rule indicate, however, that they represent an important ‘window of opportunity’ for faster growth also for other, especially intermediate, regions; (4) finally, geography matters even in a small country like Slovenia.
