The Italian NRRP was an opportunity for the Metropolitan city of Bologna to experiment the implementation of urban regeneration projects at a regional scale. This experience is being turned into a consolidated praxis through the Metropolitan equal distribution fund, a solidarity mechanism established in the Metropolitan area development plan for the redistribution of resources to more fragile areas through Metropolitan regeneration programs. Local governments are part of this process strengthening the role of the Metropolitan city as a coordinating entity in this topic, also thanks to the new Officine di Rigenerazione Metropolitana (ORME), an administrative tool to foster connections and competencies, which can be useful to design and implement urban regeneration projects.

Keywords: urban regeneration; territorial fragilities; territorial equalization
