I fenomeni metropolitani mettono in discussione i tradizionali modelli di governo del territorio, fondati su perimetri amministrativi che mal si prestano ad affrontarne la complessità. Per rispondere a tale s?da, diversi paesi hanno avviato sperimentazioni istituzionali ad hoc e l’Unione Europea ha parzialmente rimodulato la propria politica di coesione. Nonostante ciò, le aree metropolitane non sembrano ancora disporre del riconoscimento, degli strumenti e dei ?nanziamenti che consentirebbero loro di svolgere un ruolo da protagoniste. Il contributo fa luce sulla questione a partire dai risultati del progetto ESPON METRO, ri?ettendo in particolare su come l’elevata eterogeneità che caratterizza il fenomeno abbia ?nora impedito l’emergere di una politica di coesione metropolitana.;
