The water and wastewater industry in Italy is in a critical condition both because it lacks funds to invest in infrastructure and appropriate legislation to support the sector. Following the success of the State Revolving Funds in the United States, there have been various proposals to implement similar financing structures in Italy. In this paper we have developed a model of revolving fund taking into account the Italian economic situation. However, it is unlikely that the public sector will be able to sustain public financing of the revolving fund with the current level of public debt in Italy and alternative methods of financing have been analysed in the paper too. A realistic possibility may be the establishment of guarantee funds that could provide collateral to firms seeking bank financing.
